A 2018 UK SAM with households disaggregated by income

This is a 2018 UK Social Accounting Matrix (SAM) where the households have been disaggregated into quintiles based on the households' gross income. This SAM incorporates the latest 2018 input-output tables published by the Office for National Statistics, with the sectors being aggregated into 34 broader sectors. The households have been disaggregated using information from the Living Cost and Food survey. This SAM is relevant for projects looking to identify not only the economy-wide impacts of shocks to the UK economy, but also explore how households of different income are impacted. Moreover, it allows the exploration of shocks to specific household quintiles and how these could affect the wider economy.

Baseline Food Refrigeration Emissions in the UK, 2019-2020

This work benchmarks the existing UK cold chain and provides robust evidence-based data on emissions in 2020. Only emissions from refrigeration within UK borders was considered, both from refrigerant leakage and from electrical power usage. Energy consumption For energy consumption the Digest of UK Energy Statistics (DUKES) was widely used. This data is compiled by the Department for Business, Energy & Industrial Strategy (BEIS) and contains data for many years up until the current year. The United Kingdom Statistics Authority has designated these statistics as National Statistics, in accordance with the Statistics and Registration Service Act 2007 and therefore they were considered as the most accurate data available. DUKES data does not always differentiate the energy consumed by refrigeration systems in each of the cold chain sectors and therefore further analysis and assumptions were often required. Energy consumption values shown were collated per year for the years 2019/2020, unless otherwise stated. Emissions from refrigerant leakage The main GHG refrigerants are the fluorinated gases (f-gases); hydrofluorocarbons (HFCs) and hydrochlorofluorocarbons (HCFCs). According to Brown et al (Brown et al., 2021) emissions of f-gases can occur at various stages of the refrigeration equipment life-cycle: During manufacturing, During installation, Over the operational lifetime, At disposal. The most comprehensive source of information for direct emissions is the UK Greenhouse Gas Inventory. This contains national greenhouse gas emission estimates for the period 1990-2019 and is the United Kingdoms National Inventory Report (NIR) submitted to the United Nations Framework Convention on Climate Change (UNFCCC). It includes losses during manufacture/initial charging and at decommissioning as well as losses in use.

A survey was undertaken with UK energy and climate change stakeholders involved in and/or effected by Brexit - it was undertaken as part of the UK Energy Research Centre (UKRC) funded project on 'Brexit and UK Net Zero Energy Policy'. The survey was designed to ascertain views on the implications of Brexit for energy and climate change policy and politics, and to build knowledge about actual effects in practice. There were 83 respondents - from UK government (Westminster and devolved), business (mainly energy industry and finance), think tanks and non-governmental organisations (NGOs), academics researching Brexit, and representatives of EU countries.

Data from the survey was used to inform the analysis underpinning 2 papers: the UK Energy Research Centre (UKERC) policy briefing paper, Brexit Implications for UK Decarbonisation Objectives, and the Policy & Politics journal article, Brexit Implications for Sustainable Energy in the UK.

Consumer Demand for Blockchain-Enabled Peer-to-Peer Electricity Trading in the United Kingdom: An Online Survey Experiment, 2018

Peer-to-peer (P2P) energy trading could help address grid management challenges in a decentralizing electricity system, as well as provide other social and environmental benefits. Many existing and proposed trading schemes are enabled by blockchain, a distributed ledger technology (DLT) relying on cryptographic proof of ownership rather than human intermediaries to establish energy transactions. This study used an online survey experiment (n = 2064) to investigate how consumer demand for blockchain-enabled peer-to-peer energy trading schemes in the United Kingdom varies depending on how the consumer proposition is designed and communicated. The analysis provides some evidence of a preference for schemes offering to meet a higher proportion of participants energy needs and for those operating at the city/region (as compared to national or neighbourhood) level. People were more likely to say they would participate when the scheme was framed as being run by their local council, followed by an energy supplier, community energy organization, and social media company. Anonymity was the most valued DLT characteristic and mentioning blockchains association with Bitcoin led to a substantial decrease in intended uptake. We highlight a range of important questions and implications suggested by these findings for the introduction and operation of P2P trading schemes.

Digitalisation, Dematerialisation and Decarbonisation of the Global Economy in Historical Perspective: The Relationship Between Energy and Information, 1850-2019

To better understand the processes of digitalisation, dematerialisation and decarbonisation, this paper examines the relationship between energy and information for the global economy since 1850. It presents the long run trends in energy intensity and communication intensity, as a proxy for total information intensity. The evidence suggests that, relative to GDP, global economic production has been reducing energy and increasing information use since 1913. The analysis indicates that it initially required little information to replace energy in production and that the ability to substitute away from energy and towards information has been declining. The result implies that the global economy is now reducing energy and increasing information at a substitution rate of 0.2 kB per kWh of conserved energy or 0.8 GB per tonne of carbon dioxide mitigated. As the price ratio of energy to information is currently higher than this marginal rate of substitution, there are incentives to further substitute information for energy. However, one conclusion is that (without the long run escalation of carbon prices) substitution away from energy and towards information is likely to cease within the next few decades and, beyond that, digitalisation will play a declining role in the decarbonisation process.

The Domestic Heating Data from the Energy Systems Catapult Living Lab covers approximately 100 domestic properties and includes data collected directly from sensors in each room: room temperature, room humidity, gas usage, electricity usage, radiator temperatures, boiler temperatures and water temperatures (hot and cold). Also data on how participants use their heating system: the times they request heating, the target temperatures requests and the type of schedule changes made. Also included are local weather data, including forecasts and local observations. The participants were approximately 100 owner occupied homes with gas boilers from across the United Kingdom.

From 2018 to 2023, Innovate UK and the Engineering and Physical Sciences Research Council (EPSRC) delivered a major innovation programme focused on smart local energy systems: Prospering from the Energy Revolution.

The programme was funded by UK Research and Innovation (UKRI) under the Industrial Strategy Challenge Fund. Its aim: to work with businesses, communities and academics to explore intelligently joining up energy supply, storage and use at a local and regional level.

We live, work and travel in regions, cites, towns and communities. Yet our energy infrastructure is still very centralised - sending energy one way, from bulk supply points to the networks' edges where we live and work.

This programme asked: what if we could bring together energy supply, storage and use to create energy-smart places, enabled by the latest technologies? Could we balance supply and demand locally, improve flexibility and resilience, save costs and carbon, and create new ways of living with energy?

With �104m of funding from UKRI, the programme funded over 80 projects around the UK, from feasibility studies to large-scale demonstrators.

The result: a rich bank of learning and evidence that will help everyone working to unlock the potential of place-based energy.

Finance and procurement for net zero (FIPRO) was a 2-year (extended to 3-year) research project 2021-2024 led from the University of Bristol and funded by the UK Energy Research Centre (UKERC). It explored the role of procurement and place-based finance in shaping energy-related net-zero delivery collaborations at a local scale using three case studies. As these did not progress as anticipated, mainly as a result of the COVID-19 pandemic, the emphasis shifted from public procurement specifically, towards the changing role of public authorities in the energy transition more generally. We have also placed more emphasis on (transaction) costs, rather than just finance, as in contract-based markets such as local energy markets such costs determine the effectiveness of finance. This approach allowed us to cast our web beyond procurement and finance to shed light on how a more diverse range of actors engage in local energy service delivery. This database contains the anonymised transcripts of 8 interviewees involved in procuring, financing, and delivering place-based energy services in the UK. These focus mainly on Bristol City Leap, a public-private-partnership which was a forefront of local authority decarbonisation and energy service procurement at the time.

The FAIR project explored the causes and links between fuel poverty and transport poverty in England, Scotland, Wales and Northern Ireland. It collected interview data to draw up policy recommendations designed to limit the impacts of double energy vulnerability in the transition to a more sustainable future. Tens of millions of households across Europe struggle to afford adequate electricity and heating services and reliable transportation, while recent high fuel prices could lead to an increase in excess winter deaths. Tackling energy and transport poverty is thus of paramount policy importance. Here, we document the drivers and lived experiences of energy and transport poverty in the United Kingdom based on expert interviews. We find a set of policies that resonate with expert planners, implying they have a level of political and social acceptability that other measures may be lacking, notably: mandatory landlord energy efficiency upgrades, increasing the extent of financial assistance to households, cheaper (or even free) bus and train fares and restarting and expanding bus services. We buttress these findings with further suggestions for energy and transport system redesign that better meets emerging principles of energy and social justice.

The current energy, climate and cost of living crises have affected peoples' wellbeing, their health, employment and finances showing significant inequalities across population groups and regions. These kinds of challenges entail technological innovation while shifting energy consumption patterns. Yet, the UK transition to Net Zero requires greater transformative change at institutional, infrastructural, sectorial and social levels. Building on Multi Criteria Mapping and survey methods, this paper investigates how citizens value energy demand reduction options for communities' wellbeing and identifies multiple social, economic, and environmental 'co-benefits', often discounted in policy making. While arguing that energy demand mitigation options can improve citizens' living conditions and quality of life while diminishing energy use and GHG emissions, the paper challenges the adoption of approaches based on conventional economic models to deliver Net Zero. The analysis of two UK-based case studies discloses that citizens prioritise fairness including environmental intergenerational concerns and value restrictions on individuals' lifestyle choices. The paper calls for better incorporation of citizens' values in policy on energy demand reduction.

Interviews With Observers of and Participants in Dutch and UK Heat Transition Governance, 2021-2022

Going Dutch? was a 2-year research project, led from the University of Sussex and funded by the UK Energy Research Centre, comparing governance arrangements for heat decarbonisation and natural gas phase-out in the UK and the Netherlands and investigating how these arrangements have been shaped by different political and institutional context. The UK and the Netherlands share a similar starting point for heat decarbonisation in that they are the countries most dependent on natural gas for heating in Europe and the OECD. However, they have taken different approaches to their heat transitions so far, with the Netherlands giving a much more central role to local government (municipalities). There are also differences within the UK, with Scotland adopting a governance approach that is closer to the Netherlands than England, where heat transition governance remains highly centralised. The project aimed to understand how wider political, administrative and economic institutions have shaped these different governance approaches, what the experience of the Dutch approach has been to date, and what lessons there might be for the UK. The topics of study included: the nature of climate governance; the roles and capacities of local government; the structure of multi-level governance; mechanisms for knowledge-sharing and learning; allocation of resources; organisation of technical support and knowledge, and public engagement and participation. The collection includes anonymised interviews with 16 observers of and participants in attempts to decarbonise residential heating in the Netherlands and the UK. The interviews were conducted between December 2021 and September 2022, and the focus of the research was on the governance arrangements for heat decarbonisation.

Data were collected using a series of 54 interviews, spread equally across three case study sites: 18 Nottingham, 18 Leeds, and 18 Oxford. Of those, 12 of the Nottingham interviews, all 18 of the Leeds interviews, and 8 of the Oxford interviews are shared in this data deposit (the rest did not give permission for their data to be deposited). Local Energy Systems in Great Britain: Policy Instrument Database, 2010-2022

This project explored the development of policy and practice for local energy systems (LES) across England, Scotland and Wales. It aimed to provide evidence, and learning, about the role of more locally integrated energy systems, and the policy approaches being pursued in Great Britain. The research analysed policy mixes for local energy systems and developed a database of relevant government policies from 2010 to 2021 (deposited here). These policies were identified based on systematic analysis of published government energy strategies, alongside strategies specifically concerned with 'local', 'community' or 'area-based' energy. This resulted in detailed analysis of over 50 policy documents and identification of 105 policy instruments across the three jurisdictions. Documentation was retrieved primarily from Scottish, Welsh and UK Government websites. Details about individual instruments were then collated using government sources (for example, evaluation reports), or websites of managing organisations. If financial information about an instrument was obscure, Freedom of Information (FOI) requests were submitted to establish additional detail, but financial information for some instruments remained unclear. The authors each cross-checked the instrument database drawing on their expertise in Scottish, Welsh and UK Government energy policy. The instrument database was also verified through review by two external policy experts.

Local Energy Systems: Institutional Maps of Great Britain, 2022

The purpose of this project was to explore the institutions and organisations that are shaping the development of local energy systems in Great Britain, comparing England, Scotland and Wales. The project was part of the UK Energy Research Centre (UKERC). Institutional mapping explores functional relationships and powers relevant to decision-making. It focuses on the key actors, their interactions, where power is located, who has the ability to influence and make decisions, and sources of funding. The objective is to create a (simplified) visual representation of the different groups and organizations within a community and their relationships and importance for decision-making. In order to explore the governance frameworks and actor networks for LES in England, Wales and Scotland governance mapping was carried out for the three jurisdictions. Draft institutional maps of local energy systems in England, Scotland and Wales were developed through a desk-based review of key organisations, (formal) institutions, rules, relationships and decision-making power based on a database of LES relevant strategy documents and policy instruments (data also deposited). These maps were validated based on interviews with energy system stakeholders to valuate accuracy, and explore informal agenda setting power, future policy needs and governance gaps. Interviews were carried out with a total of 21 people, across 18 organisations, including government, local authorities, distribution network operators, regulators, consultants and NGOs. Maps were revised and finalised based on interview outputs and published in September 2022. The institutional maps developed are deposited here together with the interview schedule.

Perception Spillover From Fracking, 2022

Public opposition to new energy technology can harm the chances of successful deployment. Less is known about knock-on effects on the wider energy system, including whether such opposition impacts public perceptions of other technologies. Here we present a mixed-methods study into perception spillover, examining whether the controversy over fracking for oil and gas affects public attitudes to two novel low-carbon energy technologies: deep enhanced geothermal systems, and green hydrogen. We argue that perception spillover is multi-faceted, and we conceptualise and test spontaneous, prompted and primed forms, examining how and why particular types occur. Using a nationally-representative UK survey and two focus groups, we show that perception spillover from fracking could lead to widespread negative perceptions of deep geothermal energy, influencing the conditions which deep geothermal would be expected to meet. Conversely, a minority of participants expressed more positive perceptions of green hydrogen because they deemed it dissimilar to fracking. To do this the ETI developed a survey which was carried out by YouGov in 2015. An extended version of the survey was repeated in 2016.

This workbook contains the results of a survey on public perceptions of bioenergy carried out by YouGov for the ETI from 21st – 24th August 2015. The total sample size was 3,105 GB (Great Britain) adults and the figures in this document have been weighted and are representative of all GB adults (aged 18+). The survey found that there is strong public support for producing bioenergy in the UK from both biomass and waste, with 80% of respondents in favour of bioenergy playing a bigger part in the UK energy mix. Readers should note that any percentages calculated based on fewer than 50 respondents do not represent a wide enough cross-section of the target population to be considered statistically reliable. The questionnaire was developed by the ETI and reviewed by specialists in social science research.

Public Perceptions of Energy Disruptions

Energy systems are changing rapidly, bringing new types of risks, and new forms of potential disruption to energy supplies. Our growing dependence on energy, particularly electricity, means that more than ever we need to plan for disruptions and be prepared for them. What happens during the disruption is important: we need to understand how individuals, communities and organisations experience the event, and what measures can be taken to reduce the overall impacts. This study investigates how people and communities in the city of Glasgow (Scotland) might be expected to respond to a lengthy, widespread disruption to energy supplies. A novel three-stage diary-interview methodology was used to explore energy practices and expectations dependency, and to understand the ways in which peoples experience of disruptions may change in the coming decade. The results show that the most consistent determinant of participants perceived resilience, over and above socio-demographic factors, is their expectations and their degree of dependency on routine. In addition, the results suggest that common assumptions regarding peoples vulnerability may be misplaced, and are shifting rapidly as digital dependency grows, and are sometimes misplaced: in particular, determinants such as age and income should not be seen as straightforward proxies for vulnerability. A new set of indicators of vulnerability are identified. For longer outages, peoples ability to cope will likely decrease with duration in a non-linear step-change fashion, as interdependent infrastructures and services are affected. Community-level actions can improve resilience, and local scales may be more appropriate for identifying vulnerabilities than socio-demographic proxies, but this is only feasible if organisations and institutions are adequately resourced. Recent events have highlighted the potential impact of long, widespread energy supply interruptions, and the need for resilience is likely to create a requirement for greater flexibility from both the electricity and gas systems. This project will examine the engineering risks, and assess the need for new industry standards to drive appropriate action; and conduct a systematic assessment of the impacts of a serious energy disruption on consumers and critical services, such as heating, water, communications, health and transport. Public Perceptions of Heat Decarbonisation in Great Britain: Awareness, Values and the Social Circle Effect, 2023

The decarbonisation of domestic heating is essential for the UK to achieve net zero carbon emissions, but requires significant changes in domestic infrastructure. Public participation plays a pivotal role in this transition, yet public attitudes towards decarbonised heating remain under-researched and poorly understood. We collected a nationally representative dataset via an online survey of 2,226 individuals in Great Britain, and an additional booster sample dataset of 1,378 individuals in Scotland and Wales specifically. The survey explored attitudes to three decarbonised heating technologies currently being trialled or entering the market: heat pumps, hydrogen heating, and district heating networks. A wide dataset of interrelated variables was collected, including heating system preference and usage, knowledge and support for decarbonised heating, environmental and energy security concerns, perceptions of trust and responsibility, financial considerations, and many others. Central to the study was an informed choice decision pathway element designed to investigate key factors underlying personal willingness to adopt each technology.

The Determinants of Double Energy Vulnerability: A Geospatial Analysis, 2011-2024

This data collections consists of data and documentation produced to examine the spatial and social differences in people's lack of access to adequate energy and transport services in the United Kingdom (UK). The work responds to the need for developing a differentiated understanding of both the drivers and expressions of this 'double energy vulnerability', while seeking to integrate and analyse relevant information from all four UK nations. Using a variety of statistically representative census and survey datasets, the project developed a series of multi-dimensional indices to map transport- and energy-related injustices. This was followed by a cluster analysis to examine broad-level geographical patterns, and a Geographically Weighted Regression model to explore the spatial variation of vulnerabilities related to contingencies such as income, ethnicity and housing. The work corroborates the results of previous qualitative studies, and research within selected UK nations, while revealing a number of unexpected territorial clusters and underpinnings of infrastructural injustice.

The UK Low Carbon Transition Plan plots how the UK will meet its targets on emissions reduction. Original (archived May 2010) - targeting 34% cut in emissions on 1990 levels by 2020, set out in the 2009 budget. This publication was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government.

First published in December 2011, the Carbon Plan sets out the governments plans for achieving the emissions reductions it committed to in the first 4 carbon budgets.
Emissions in the UK must, by law, be cut by at least 80% of 1990 levels by 2050. The UK was first to set its ambition in law and the Plan sets out progress to date and assesses cost-effective next steps.
Parts 1, 2 and 3 of the report, and Annex A and Annex B set out the governments strategy and fulfil the legal obligation to report on what the UK is doing to ensure it meets carbon budgets set in law.
Annex C sets out, department by department, actions and deadlines for the next 5 years.

The projections are based on assumptions of future economic growth, fossil fuel prices, electricity generation costs, UK population and other key variables regularly updated. They also give an indication of the impact of the uncertainty around some of these input assumptions.
Each year, a PDF report is produced, along with a number of Annexes which are spreadsheets of the tables in the reports.

UK NAEI - National Atmospheric Emissions Inventory

The NAEI compiles estimates of emissions to the atmosphere from UK sources such as cars, trucks, power stations and industrial plant. The NAEI estimates annual pollutant emissions from 1970 to the most current publication year for the majority of pollutants. A number of pollutants are estimated from 1990 or 2000 to the most current publication year due to the lack of adequate data prior to the later date and the specific reporting requirements for each pollutant. To deliver these estimates, the NAEI team collect and analyse information from a wide range of sources from national energy statistics through to data collected from individual industrial plants.
