Finance and procurement for net zero (FIPRO) was a 2-year (extended to 3-year) research project 2021-2024 led from the University of Bristol and funded by the UK Energy Research Centre (UKERC). It explored the role of procurement and place-based finance in shaping energy-related net-zero delivery collaborations at a local scale using three case studies. As these did not progress as anticipated, mainly as a result of the COVID-19 pandemic, the emphasis shifted from public procurement specifically, towards the changing role of public authorities in the energy transition more generally. We have also placed more emphasis on (transaction) costs, rather than just finance, as in contract-based markets such as local energy markets such costs determine the effectiveness of finance. This approach allowed us to cast our web beyond procurement and finance to shed light on how a more diverse range of actors engage in local energy service delivery. This database contains the anonymised transcripts of 8 interviewees involved in procuring, financing, and delivering place-based energy services in the UK. These focus mainly on Bristol City Leap, a public-private-partnership which was a forefront of local authority decarbonisation and energy service procurement at the time.Creator:
