Existing Transport Energy Best Practice publications focus predominantly on the commercial road freight industry within the Private Sector. However, the benefits of improved efficiency and sustainability could be increased considerably if good practice guidance was extended to consider the Public Sector. Large fleets are operated by many public sector organisations, including Local Authorities, NHS Trusts, The Environment Agency and the like. The Ministry of Defence’s 2002/3 Defence a nnualroad safety report estimated total losses due to road traffic accidents of £100.24m. Therefore, it is vitally important that these public sector bodies achieve best value for public expenditure, and improved efficiency within their commercial vehicle operations is an ideal way of reducing costs. It is recommended that a Good Practice Guide is produced to review operational efficiency within Public Sector fleets and to identify areas for potential efficiency improvements. By review ingoperational efficiency and identifying ways of improving fleet performance, the Public Sector can benchmark its efficiency against that evident within the Private Sector.
