Abstract:
The Sustainable & Secure Buildings Act 2004 extends the purposes of the Building Act 1984 so as to improve the sustainability of the building stock in England & Wales in respect of energy efficiency, preventing waste, furthering the protection of the environment, facilitating sustainable development and furthering the prevention and detection of crime. Section 6 of the Act requires DCLG to submit a biennial report to Parliament on the effects (or likely effects) of measures that are planned under the SSBA as well as those which have already been introduced in the two-year reporting period. Specifically, Section 6(2)(e) requires the report to cover: "Overall changes during the period in:A further related reporting requirement is contained in Section 6(3) of the Act. Specifically this is "A report under this section must contain an estimate, as at the end of the period, of the number of dwellings in England and Wales".
The focus of this report is the requirements under Section 6(2)(e) and 6(3) - the reporting requirements under Section 6(2)(a) to (d) are addressed in a companion report1. As a first step, a set of Key Performance Indicators (KPIs) were proposed to provide initial benchmarks for the building stock in England & Wales in respect of items (i) to (iv) which can then be used to measure changes in performance during each two-year reporting period. The first reporting period covers November 2004 to November 2006.
